A wifi and a bluetooth chat application over a secured channel

A chat application which works on windows pc ,android platform, works seamlessly between pc to mobile phone, phone to pc and mobile phone to mobile phone. It should detect the prescence of other phones in your surrounding and send chat messages to your pal's chat application via bluetooth, wifi. It should also detect any wifi, bluetooth devices such as personal computer and transmit messages to the application on the pc.
