An iPhone app with video recording-displaying capabilities

Hi We need an iPhone app with the following features: 1- User signs-up with three credentials: E-mail, Gender, City-State 2- Clicks on the link sent him/her to confirm his/her e-mail account. 3- Goes back to the app and records a 10-second video. (A timer counts down as he/she does so) 4- Video is stored for moderation. Once it is approved, (by me, via a REALLY SIMPLE control panel interface) it is available for display 5- Every user (who has a recorded and approved video in the system) is randomly assigned a video in the system, available for viewing same (or next) day via 'display a video' screen of the app. Videos are available every day between 06:00-10:00 (according to the time zone of given city-state). 6- User may choose the sender's gender or city-state (optional) 7- User may rate the video from 1 to 10 after viewing it. 8- Top scoring 10 videos of that day are available for display Videos will be stored on a cloud server such as Amazon Web Services. So that's basically an app that allows randomly chosen people to say 'good morning' to each other. A neat interface design is also expected from the developer (if you're not comfortable with this request, please bid accordingly, and let me know, so that we can ask for help from a pro designer) PHP/mySQL is preferred but not mandatory.
