Cross-platform Vocabulary App

I need an app which connects to my net-based database. Using this app I should be able to teach 'vocabulary' in English and Indian languages (in unicode fonts) every day to those who have installed this app. For example, I might send 4 new words a day + conduct multiple choice tests on words sent previous day/s. The app should be able to accept test answers and should be able to show the right answer and grade. In summary, I should be able to teach English and Indian language vocabulary to those who have this app on their mobile devices. The app should be cross-platform compatible. The app should also be able to carry a two-line (20-word) advertisement each day. In other words, it would be an ad-supported app that would be free to the end-user. Very detailed instruction would be provided to those who are willing to develop such an app. I am looking for a fixed price. Developer should offer maintainance support for one year, after which he/she should be willing to maintain the software for two more years for an annual charge. The source code and copyright has to be assigned in writing to me. Previous experience of developing web-based MySQL database-driven app is a must.
