Design a Couple of Apps

I would like to design a couple of apps that would enable the user to (1) select an area on a map (area will be predefined by him or someone else) and then (2) enter data associated with this area in another screen (for example number of parked cars). The entered data needs to be time stamped and ideally geo-coded (though the later is not necessary). This will be used by surveyors in the field who will do these counts over an over again every hour.
If an ipad/iphone is used then data will "probably" need to be transmitted to the cloud as there is limited storage capability. It means the tablet needs to have a data plan at all times.
If an android is used then data can probably be stored locally on an SD card and there is no need for a data plan but should have the ability to transfer to the cloud once it connects to the internet.
I would like first to receive your proposal for either of the above stating why one is better than another (is it better to do it on an ipad or android) and then we can discuss the level of effort involved and the budget. I need two very apps to be developed (the other is similar to the first described above).
