Design & develop a card game app for all platforms

We require a card game app to be designed and developed. The game must be compatible to all smartphones and tablets. The card game is similar to kalookie and ginrummy. The rules of the game are linked here: [login to view URL] We require a quote for two versions. The first will require an online/interactive component where people can challenge other users. We would like to include social media invitations etc. The second version has no interactive component and the user can only play against the computer. For both versions, each user will start with a certain amount of tokens, and each round will cost them a token. Every few games there will be a short advertisement pop-up on the screen. If the user wants to gain more tokens they either pay for it in the in-app purchases or watch a 30 second ad. We need advertising space but we don't want the normal popup ads at the bottom of the page. We want to incorporate an in-app purchasing component as well so any ideas would be welcomed.
