Add mobile functionality for a current website(repost)

I currently have a website ([login to view URL]) and want to add some functionality that will let users use the site from their smart phones. So the first thing I need done is for someone to add the functionality that would make the current website work on a smartphone as well as a computer. I have a main page with a sign in, a page for users to do searches, a demo page, and most importantly a page that let users search for information from my database and returns that information in a .csv file.
