Android Application for App Time Limiting

Hi, I'd like to develop a mobile application to limit application usage for kids. I.e. by using this application i'll allow kids to use youtube only for two hours a day. Main features of the application are: * List installed applications * Select an application and manage blocking/limiting rules ** by time of day, i.e. between 12-2PM each day ** by allowing amount of time, i.e. 2 hours total ** show blocking/limiting rules set for the application ** see remaining time quota if available ** cancel blocking/limiting rules * password protect all of the above operations so that the kids cannot modify settings. Password must be set the first time the app is installed/launched and asked every time application is launched. * password recovery option, forget password, send as email. Application shall not require root access. User interface shall be intuitive and good. I don't want a template, application shall be ready to upload to market.
