I am looking for an Android and linux networking expert to create the following application interacting with pppd and USB serial modem:

1. The application should initialize a USB modem (incl. PIN)

2. Setup network with pppd

3. Test the connection through making a http request

4. Send intent to restart connection sequence if modem connection breaks
