Build a Hybrid App using IONIC/PhoneGap

Hello There, I am looking for serious developers to build an app for me. I have tried 3 times and all three developers were unable to complete and their demands of extra money after starting the project regardless of clear instructions beforehand. I am looking for a Hybrid App using either PhoneGap or Ionic. I have very good understanding of both the frameworks and languages so bullshitting will not work. Since we will be using these frameworks - we can have multiple apps for different platforms. What I want? 1. A Roadside assistance App where users can look for a towing truck when they're in need. So this means we will have two accounts/Apps - one for Users & other for Drivers. It is like UBER where a user will request a Pick-up Truck and Driver will arrive at the location to help. So if you are a sensible developer - you shall know what features needs to be there. The pricing will be calculated by a Base Price + KM/Miles Traveled + Time (min) and additional prices include such as Over Night Charge, Holiday Charge or Bad Weather Charge. These all charges should be editable in the backend (CMS) User can also choose On-The-Spot Fixes such as replacing Tire, Out of Fuel or something similar. These services will be of Fixed Prices. And after the job has been completed, we require them to review each other and rate them. The user can choose to pay in Cash to driver or by Credit Card (PayPal/Stripe) I would also like to include UBER API when the user request for a towing truck, we should give them an option to call Uber to send their family or friends back home using UBER. (Read UBER Developer Details for more Info) and then there are small bits like: - Log-in / sign up with Facebook but a local working mobile number is a must. - All Drivers needs to be approved before using the app - Drivers can go offline while not working or while break - Showing Drivers location when driver has accepted the order and is on the way - Multiple Languages starting with 3 (English / Chinese (Simplified) / Chinese (Traditional)) - Users Can update their account, add/remove credit cards and such Timeline for developing and testing: 8-10 Weeks Payment structure: Every 2 weeks when you complete tasks for those 2 weeks. If you are unable to complete the tasks assigned in those two week, the pay will be postponed to next week. If unable to complete the project overall in time - The Project amount will be reduced by 20% each week you take extra. I am very used to all of the excuses and ways to postponed.
