Create an iPhone and Adroid application

Hello, I need development for a service based IOS/Android compatible mobile application. The app will function as a small jobs or errand service platform to be used in an East African country. Users should be able to do the following: Signup to create an account: Signup to be an errand runner by filling out a form with personal details - Name - Age - TAX ID number - Verified ID picture (passport or driver's license) - Phone number - Mobile Money account number - Email address - Skill set - Introductory letter upload feature - Resume upload feature - Certifications upload feature ***Accounts for errand runners can not be public until they are approved by the administrator. - Signup for users to create an account which they can use to post an errand and find someone to do the job for them. Sign-up by filling out a form with personal details - Name - Picture - Phone number - Mobile Money account number - Email address ***Accounts for users are made public immediately Profile: - Enable errand runners to maintain a profile which shows their: - Name - Age - Picture - Skills - Certifications - Personal Description - User generated reviews and ratings Location Tracking: - Location settings enabled to connect users whom have posted a job that they need to get done with errand runners whom are close by in the area and have the skill set to complete the job. The app must be able to match users with the appropriate person to do the errand (for example if a user posts a job which is to clean the house then the app should be able to connect the user with errand runners nearby who have cleaning as one of their Skills) - Enable users to select an errand runner to do the job and allow users to set a countdown timer showing how much time the errand runner has to get the job done. - Tracking feature to allow the user to see where the errand runner who is doing their job is when they are on the task (similar to how Uber operates allowing clients to track their driver when they are on their way to pick them up) Reviews: - 5 star ratings feature, after each errand is complete users will be prompted to leave a comment and rating between 0 and 5 stars to review the person who did the job. Messaging: - Messaging feature allowing the users to communicate with the errand runner
