Crisis Command and Control Application

Build an Android App as a tool to support the management of a business crisis event Require a rapidly developed solution to support the management of business crisis scenario situations via mobile digital tool which can be accessed on either smart phone or tablet. Bidders must have proven capability in previously developing similar solutions and need to be confident in being able to have a working prototype within a week. Bidders must be contactable during office hours (9am - 6pm) Singapore time and able to have daily project meeting/discussion at agreed timing to ensure project is on track. Develop an android App which can support a team of business managers to remotely manage a business critical and crisis event. App needs to support the following key features: o Online portal for App administration, including 'push updates' of PDF documents and contacts listing o Store PDF based planning documents for easy retrieval and access by users o Individual contacts with listing of variously contact details, and enable initiation of phone calling via contact details o Distribution of text based or eMail messages / alerts to predefined contacts lists o As part of text based alerts, allow for a 'check back in' response function o Provision of a real time and updated activity log for crisis events by users o Secure login capability (set by an app administrator) to restrict app usage to only a predefined set of users o Enable activation conference calling based upon predefined conference calling numbers o Support access to check lists for defined set of activities by different users and allow for real time updating of checklists which can be viewed by a wider community o GPS tracking to locate current position of all online users o Instigate an emergency or crisis alert via a duress function, which allows a user to very quickly log a crisis event and alert other predefined users as well as provide map based coordinates o Ease to switch into Multi language capability (i.e. Thai, Bahasa, Viet)
