alter .html file names and content

i want a program that will crawl a folder which have sub-folders inside it and those sub-folders have another sub-folder inside and so on and finally each folder have alot of .html / .htm files "about 6000 files" and the job of the program is to alter the .html file name to it's own title of this .html page and change the file name "which was the title of the file" to small letters and no spaces as only letters and and dashes and numbers only to be seo friendly url file name and then change the whole links in the other .html files which was linking to this file to the new file name For example:a file called "[login to view URL]" and have a title "The Third Web Page !" and linked from a file called "[login to view URL]" as "<a href="[login to view URL]">link</a>" first: the program will change the file name of "[login to view URL]" to "[login to view URL]" second : the program will change the the content of "[login to view URL]" which was "<a href="[login to view URL]">link</a>" to "<a href="[login to view URL]">link</a>" as this link is file which called "[login to view URL]" and became "[login to view URL]" and so on for the rest of the whole files...
