Directory Manage through Website

each user will be given a special user-name and password and url that they can use to access a ftp site - this login and password must be able to interact with filezilla ftp server, I am open to changing this, but the reason I like filezilla is I can see exactly what the users are accessing in real time, I will take an alternative to that but it has to be integrated with the website and must support virtual directory, I will give you a sample of what that means, I would like to remotely monitor via my control panel who is online on the site requesting and who is on the ftp server accessing files - the site must automatically add this new user to the ftp user database - the site must also be able to control access if the user doesn't pay their bill, then their account gets put on hold and an email is sent to them notifying of non-payment, and the ftp access is revoked
