Community website

Need a fully functional community website built in asp.net using MS Access for the database. There are 3 parts to the website: 1. Public area 2. Members area 3. Admin area The public section will be mainly information pages which members can create and edit themselves, therefore they need to have the facility to do this and grow the site dynamically. Registered users can then log into the members area where there will be a forum including the control panel for them to add/edit/delete pages for the public site. There will also be a photo upload area and the photos will be displayed in the public and members area. In the members area there also needs to be the facility for uploading files, such as .doc, .pdf, etc Certain authorised users will then have access to the admin area. This is where they will be able to approve/add/edit/delete users, manage the forums, etc. The whole website needs to have the facility of being in English and Spanish, so that you would click the language icon and it would go to the relevant page in the other language.
