Craigslist autoflagger

I am looking for someone who is very familiar with Craigslist and can make an autoflagger program. It would have to be able to; 01) Allows you to choose which cities and categories to autoflag 02) Allows you to autoflag the 'Best of CL' numerous times for your own posts 03) Allows you to select only certain posts to flag 04) Allows you to autoflag only posts with certain keywords in the titles 05) Allows you to NOT autoflag posts with certain keywords in the titles 06) Allows you to autoflag a predetermined amount of posts 07) Allows you to set a timer to have the program automatically search for certain keywords in titles and flag them 08) Allows you to choose a maximum number of flags for each post (paid posts sometimes take hundreds of flags) 09) Allows you to use public HTML proxies in this format- 1.1.1.1:80 10) Allows you to use private HTML proxies in this format- username:password@1.1.1.1:80 11) Saves settings so they can be easily recreated when it runs again 12) Clears cookies and rotates to the next proxy after every flag 13) be updated by you if it ceases to work (price for these updates is negotiable)
