Develop a Mac Application

I am in need of a programmer to create a Mac OSX based app to automate the creation of XML files. This project is required urgently and a Non Disclosure Agreement acceptance due to the commercial sensitivity of the information. Given an Excel spread sheet of information such as phone numbers and addresses, the app will need to search the spread sheet for the required information (based on a unique identification number) and pre-populate a XML file in a predetermined format, where applicable assigning some default values. If required, the app must also read a particular user defined directory and record the contents of the directory in a predetermined format. The user must be able to see the information (without the XML tags) and have the option of changing/altering the information, as well as the user being able to assign a few user variable. (These user variables will change from time to time, so a method of updating/changing predetermined choices is required) In the event that the spread sheet does not contain the required information, the user must then be able to manually enter information to the XML app. This information will not be added to the Excel file. Once finished, the app will then write the final XML file, applying a unique file name in a predetermined format. The app must also be able to read previously created XML files in the event they need to be edited, and resave with a new unique file name in a predetermined format. A completed XML file, Excel spreadsheet and other required information will be provided for reference.
