Consulting on web interface to our VB6 apps

We have a larger project that will be posted . . . but have to determine a direction to go first! Right now, I need bids on consulting by phone, email, or yahoo to help us with a project outline. Our need is to allow web access to interface with our VB6 applications. The databases our apps use are DB4 and our programs use DBLIB for data access. We either need the web interface to securely access the databases (which are located on windows network servers) and would be reading from them AND writing to them. OR we need a local machine that is on the network to do the data access and serve as a 'relay' between the web interface and the databases on the network server. In this scenario, we would use a freelancer to design and write the web interface programs and HELP US with the web communication portion of the relaying machine. We would write all of the processing and data access on the relaying machine. I need someone who is knowledgeable about web interfaces, programming, and security to help us with a good direction.
