Create exchange Link page

i want to have a site that can do link exchange automaticly, 1. i want be able to do exchange link automaticly, what i mean is when this person want to exchange link with me they have to put our link into their directory first and then our program will go check that link see if our link in their directory or link page. if our link is up then when they add their link , our program will automatic approve it. 2. i want be able to add category, also be able to delete the link and also be able to check our link every once a week to see if our link still in their link page or directory, if they took out our link, our program will automatic delete the link i will provide hosting and domain ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
