Develop a website for caching torrents

I want a website like [login to view URL] which can cache torrent files on my web-host and than will provide a download link to that file so that users can download it with any download client(like internet download manager etc.) this project includes free and premium account for users with the payment gateway i need a very plan ,simple , elegant light and powerful website but with a additional functionality that users can search torrents on this website and this website will index other torrent search engines like thepiratebay , [login to view URL] , kissaasstorrents etc (around 4-5 websites/search engines to index) etc.. and will return the best result for a particular torrent file and than it should have a cache button in front of that result so that users can cache that torrent file on my server fast and will be able to download it using download client it should have a feature to efficiently manage the torrents on the server , once a file is successfully cached it should be saved on the server so that the website don't have to cache it again and the download link can be returned as fast as possible and should have session management for users please check zbigz before bidding my budget is very low so please keep in mind that you have to bid according to that . i know the work is hard and time consuming more than the price i offer so i have one more option , you'll develop this website in phases , in first phase you'll design all the basic functionalities within the project bid price you offer and if i like your work we can extend the project to more functionalities. i am also a web developer with 1 year experience and i am ready to co-operate with you in the work only serious bidder are invited and professionals/companies who have done this kind of projects are preferred.
