Android PHP Restaurant POS

We are an IT startup serving the restaurant and mobile food industry looking for a developer to help us code our own POS system. It will be a cloud based hosted system running on mySQL and coded in PHP (preferably, but if your expertise is other, please let us know) with an Android based APP as a Front end for food orders.
We are in the stage of determining how much budget we need for the project, the project will be awarded by the end of October 2012. The POS system will not need to have alot of bells and whistles for the first version... we have a list of requirements below.
This is potentially a long term contract of a few months to develop it and then to follow up with bug fixes for at least a few months after real life deployment. Eventually, we would take over the code and have our own local developers do tech support.
Requirements:
Most of our clients are mobile food vendors with NO Internet access- A key component of our POS system is that it must be able to run in "Offline mode" with the ability to upload at night when the owner takes the tablet home to an internet connection.
All Restaurants would use same hosted database, but have different table Prefix to distinguish them.
mySQL/PHP backend
Android app order input by restaurant staff with ability to collect payment via Paypal Here when internet available
*order entry must work offline and sync later or online (no Paypal integration)
Android app made for 10" tablet
Android app for smartphones later in the project so customers can place orders
Must print to network epson thermal printer or usb
back office sales, tables and tax reports (how much sold, how much tax collected)
spreadsheet style order entry, or csv import
Restaurant profile add and edit functions via website administration
must be able to split orders
home screen must be able to hold both menu items and categories
Kiosk mode for restaurant customers to see menus
must be able to do tabs for bars (order now, pay later)
Internet orders pay online or have restaurant call to get CC info
Must have choice options (i.e. what kind of meat???)
Must have negative options (i.e No onion)
Must have quantity field
Must have "to go" button, with an option to charge more or less for order
must have free text button to type instructions
must have promptless feature options (quick transactions)
No employee labor tracking necessary
Must have Table options
