Circuit / PCB / Device To Play USB Flash Drive MP3 Audio On Power

I need a device/circuit similar to a buzzer or chime. When power (12 volt) is applied, I need a certain mp3 ([url removed, login to view] audio) file on a removable flash usb drive to be played. This way, a user can customize the message by taking the usb flash drive to a pc, and putting a different mp3 file on the drive with the same name. It can play first on list if it is easier to build/find. Circuit either needs a speaker or a headphone/stereo jack where sound will come out. Nice to have (but not necessary) would be a switch to configure for repeat play, one time play. Play should always stop when power is removed.
Device should not be overly large in size.
Please open discussion if you know of such a thing exists and you know where to find it or modify it. If it does not exist, I need a bid/discuss to build it. Building it would involve circuit and components. [url removed, login to view] or similar would be ideal. This can be discussed further.
## Deliverables
1) Complete and fully-functional working program(s) in PCB form as well as complete schematic of all work done. If software is needed, The executeables and full complete source code as well.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

The flash drive containing the audio data should be windows compatible.
