Can you program a Widget?

I Need a Widget programed. It is to be used as a promotional tool for my website [login to view URL] I'm new to this type of application but want it to be able to work on the desktop of Mac and Windows based machines, and where ever else widgets can operate([login to view URL] etc). I will also require some insight or understanding as to what to do with it once it is complete. (how to distribute it, etc.). Find attached the design for the widget. The "Sold vs. Remaining" but be able to link up with the master site and the "Learn more" button must link to the site's "About" page and the "Become a producer" button to link to the "Buy Frames" page. Lowest bid that shows that proves they understand the project's parameters best will be awarded the project. Thanks for your time.
