Create simple .html username lists from .csv files

I need someone to create static html files from several csv files with usernames. Html files should start with the first letter or number of the username – [login to view URL], 1.html... [login to view URL], [login to view URL]… and should contain all usernames alphabetically starting with that letter (first letter or number). Several csv files contain around 660000 usernames – so the html files should be done automatically by creating a simple program to sorts usernames alphabetically and create appropriate html files to copy usernames in. Usernames in html files should be listed one under another as <a href="srch99=USERNAME">USERNAME</a> This is an easy job for someone who knows what he is doing – so bidds around 30$ would be fair.
