DirectX based DLL written in C++ that is 100% compatible with Visual Basic 6.0 (SP5)

We need a DirectX based DLL written in C++ that is 100% compatible with Visual Basic 6.0 (SP5), and that exposes a simple, yet powerful interface to create, edit, and render slideshows with audio and transitions. Please see the attached file for important details before bidding. Also, please give a description of your background in DirectX programming. Any samples that you provide will be a huge help in determining the winning bidder. The purpose of this project is to develop an interface to create, edit, and render (to the screen, movie file, and sound file) slideshows containing still image sources and compressed/uncompressed audio sources. Images and sounds will be supplied to the interface using filename sources. The library will need to support real-time transitions between two images. Independent panning, zooming, and rotating of the individual images is also needed. Parameters of the slides, transitions, and audio channels must be able to be modified after they are added to the slideshow.
