College Basketball tournament predicter

We want someone with a passion for college basketball to help produce a tool that will always, without fail, be able to predict the NCAA Tournament field. We want to analyze all available data - from polls, to schedules, to statistics - and provide the end-user with a realistic output that predicts tournament teams. Not only do we want our model to be able to produce a weekly ranking, we need it to produce a bracket at any point during the season that will allow us to list for fans, what the tournament field would look like if the season were to end at that point.
