Database design/modification

I need some modifications done to a mysql database running on Linux at [[login to view URL]][1]. Please note .cam equals dot com. Here is what needs to be resolved: 1. There has to be a way stopping duplicate submissions of email addresses from showing up as 2 or more records in the database. Currently if one person submits an email and then submits it again, it is then added twice to the database. Also, a user needs to be allowed to re-submit his email with new information, overwriting the old one. For instance the user jay selects Japan as his current country. Later he moves to Korea and re-enters jay and selects Korea as his current country. This entry needs to replace the old entry in the database. Solving this problem can solve the duplicate submission problem. However, the friends that the user submitted in the past must remain with his records. This seems difficult to do, but I want to hold competitions that keeps track of how many friends a user submits. The user does not need to know the number of friends he has submitted, only me. Let me specify when I say number, I mean actual email addresses, fo rexample jay has submitted steve,jim, steve etc. That needs to show up under his user record. My homepage sort of works the same way but it is lacking the ability to send the message to the friends, and the way the database recieves the information needs to be fixed as mentioned before.
