cookie and URL forwarding script

I would like to be able to forward a visitor to a domain to 3 different other domains based on the number of visits to the original website. For example, a user visits website A. If it is the first time to site A, the user would be forwarded to site X. If it is the second time to site A, the user would be forwarded to site Y. If it is the third time to site A, the user would be forwarded to site Z. I am open to alternative ways to accomplish this, but I am guessing the easiest way to accomplish this would be to serve a cookie and store visit information and forward based on this cookie data. If cookies are used, I would like to set the cookie to never expire, but I'd like to be able to adjust the duration of the cookie in case I want to do so in the future. It is currently hosted on an ASP jodohost re-seller hosting account. Username/pwd provided to winning bidder. My preference is that this be coded in ASP, but would be willing to consider php if you can make it easy for me to update and change the destination URLs. I would like to ensure this functions properly in all major browsers- IE, Firefox, Opera, etc.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
