Change whole template website

We just changed our template graphics for our site and now need someone to take our new graphics and psd files and re-skin our template and add flash database for our contestants. evidently i am not explaining it properly. i have PSD files ONLY and need them to be cut up and turned into html files. THEN, need to replace existing templates or .tpl files with the correct html version or codes. You need to be able to use and/or be familiar with photoshop, zend, mysql, flash, php and get this done in a timely and safe manner cuz we are live now with the contest. then on the frontpage, we need to incorporate flash slide show tied to the contest database which randomly displays a girl and her name, age and location and then after about 4 or 5 girls, it displays a commercial .flv video file then back to the 4 or 5 random contests again and repeats. PM me for full details and if you have any other ideas, we may go up in budget, but right now our budget is low but this should be a pretty straight forward cut and paste. need this done asap. will pick someone quickly if price and ability is right.
