Design template Print Software Application needed in Flex

We need a software application that can accomplish the following tasks: -> Both web based, and able to be run off a local PC The user should be able to: 1) Select a template (templates need to be built into the system, for example: Template 1 = full 8.5x11 sheet; Template 2 = 8" circle on A4 size, etc). There will be around 10 templates to start, but there needs to be an easy ability to add/create new templates. 2) Once the user selects their desired template, they should be able to select a design (there should be clipart designs already included for them to choose from, and we should be able to add more designs to the list), and the user should have ability to upload their own design(s) and places them into the template 3) User should be able to add text / effects (editor) 4) For web based version, the user at this point places an order, and we get the order sent to our shopping cart for us to print their job and mail to the user. For local based version, user should be able to print directly to their own printer at home
