Convert psd to use with OSC 2.2

I need someone who can convert photoshop images, with a certain amount of flair, to be used as a templates for osCommerce sites. I am looking for a designer who can design an osCommerce template based around the attached image (full psd/fonts etc will be sent to the successful provider) to be used for a sample site I am building for $50 MAXIMUM - why am I only offering $50 for this - quite simple I have 12 clients waiting who are considering having an osCommerce site built and the designer who creates this template for me WILL GUARENTEED get the work for ALL the other sites without question ($100 - $200 each site). So, can you help? You will need to work quickly and effeciently, with excellent communication between us. Any questions via PMB please.
