I need someone to build a website design, and develop the website around said design. This is a large project, and will require full dedication. I will NOT pay until I have seen a functioning website, with all bugs resolved. It seems even you people here on freelancer like to flake out at the end. I could care less what there stipulations are on getting the issue resolved. Im not paying these fees until i see a working website, period. the website will have a TWITTER feel, and semi look to it. The website will be designed with twitter in mind. You must be able to work with ANDROID operating system as well, as this will be ported to android in the future. The app will use location based services ( ACtual GPS, not cell gps ) to locate other people based on settings they have. This is a very very complicated website, and only the best are expected to apply. Thank you
