Build a Custom CMS + API

I am looking for a PHP/MYSQL based Custom CMS and API which will output data in XML/JSON format.
There is no design provided for this CMS, So I suggest we use Bootstrap so that you don't need to fiddle with design and things still looks decent.
It will look like a standard view of any such CMS.
You don't need to use any particular PHP framework for this. However, should you choose to use a framework like code-igniter/laravel or others then I'm open to it.
The main functions of this CMS would be:
- Login (with user management & access control)
Upon Login user will come to a dashboard with various tabs. Each tabs will have different items:
- Employee Database (with Add/Edit/Delete)
- Phone Directory with Departments (Add/Edit/Delete)
- Schedules (Add/Edit/Delete)
- 4-5 Different kinds of Content pieces (You need to provide a WYSIWYG Editor with basic editing functions).
- Notice Board (With API to read from and also add data via api)
- List of Hospitals(With address, phone, Geo coordinates etc). - Add/Edit/Delete
Additional:
Excel Import / Export function for All Structured data in the above sections
You need to create a simple document for the API with an example of Data structure/call/code. The api can be accessed by HTTP with correct authentication and parameters (i.e secret key, variables etc.).
Requirements:
Kindly reply with similar projects you have done (Custom CMS) and if possible a demo login id/password so that I can take a look. Also provide example of API you have created.
