Build a bootstrap-ready user login system, posting system, and comment/rating system

Hello, I am looking for a back end web developer who is able to code a complete user login system, posting system, and comment/rating system. The ideal candidate should not only be experienced with coding but also capable of creating modern, simple, and useful web pages. I would prefer someone who keeps up with the start up and bootstrap world. The website I am building will allow visitors to view and post (once signed up) trip ideas for specific cities around the world. The posts can be rated on a 5 star rating, and visitors can comment on each post. T The majority of the front end of my website has been developed. Now, to make it functional, I need the following developed and incorporated functionally into my website: User Login System + Profile -I need a fully functional user registration and login system. -Sign up will only require a username, confirmed email, and password. -The profile page will allow user to add other personal information. Posting System -Once signed up, the user can create posts. -User will go through a series of steps (Step 1: select location, Step 2: transportation, etc) -In each step, user will enter specific information that will be organized logically. -Posting system will make checks to make sure info is entered. -Once posted, the system will be searchable, and a visitor can simply type in a city name, and filter by cost and time to find relevant posts. -I want the modern looking search, where as soon as you type, posts are revealed below instantly. Comment/Rating System -Users can rate and comment each post. -Nonusers will be able to rate, but not comment. -When searching, the highest rated posts should appear at the top by default. I need this to be responsive across all platforms. My current website is responsive already. I will reveal the website to qualified candidates.
