Code that calls for user valid or not

I have a php code, that will make the call like this : /[url removed, login to view]
Where email is the email address of a user, which is stored in the database.
If the user is present in the database, then it should move on to the directory provided in the code.
If the user is not present in the database, it should show a 404 page.
I have the whole code, upload mailing list, insert mailing into database, I just do something wrong.
I need a PHP and MySQL expert to do this.
