Create a fullscreen landing page for touch screen device

Hi we need a fullscreen landing page to place on a touch screen device within our physical store, where customers stop and leave their data (name and email). We have an asus touch screen (windows 7) terminal on which we would like it featured, but i really don't know who can create this. Visitors must not be able to change screen or page, basically must be a full page with a slider for information with 2 form for data linked to our mailchimp account and the keyboard below. I'm not a coder so basically i don't know how to do this, i can only provide the graphics.... is there any freelancer or company who will like to create it?
