I am thinking of having a customized counter that can work like a clock. The clock values range from 00:00:00 to 23:59:59 in the format of hh:mm:ss. The counter will have values ranging from 00:00:00 to 99:99:99 in the format of h2:m2:s2.
I should be able to define the time lapse for s2. For example, I should be able to say s2 = 1.35 seconds and the counter should increase value of s2 after 1.35 seconds. The maximum values should also be adjustable. In a clock, for example, maximum ss (seconds) values is 60, but the counter can have any values between 00 and 99. The counter should be accessable through a password protected IE and Firefox browser.
Again, this counter will just count h2:m2:s2 just like a clock but the lapse for s2 and maximum values for h2/m2/s2 could be defined. For example, in a clock, lapse for ss is one second. In the counter lapse for s2 could be 1.456 seconds or 1.257 second etc. Similarly, in a traditional clock max value of ss (seconds) is 60, but s2 can have a value of 99. Same would be true for m2 and h2. I should be able to ajdust the values of the counter like a timer. I should be able to have multiple counters, running at the same time.
As an example, s2 could be the time laspe a machine makes a candy, m2 could be time lapse for a smaller package of candies and h2 could be the time lapse for a large package of candies. So a counter showing: 75:84:99 would mean, the machine should have made 75 larger packages, 84 smaller packages and 99 candies. The time lapse for making a candy is adjustable. It (s2) could be 1.326 second (ss), for example.
I will explain it further, once I get some bids. I would be able to change the bidding price, depending on the complexitly of the job and the respose from coders.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
