Adsense Advertisement iFrame or similar Script

We are looking for an experienced freelancer that has at least 10 feedback's and good ratings, with special attention to high completion rate. This project is for an advertisement script that will utilize iframes for different advertisement networks so we can advertise on certain websites without its true referrer being identified. We also are looking for a system that will cause ads to pop up when certain parameters of the pages are clicked.
