Clipshare membership area

We have an Clipshare site installed which we need the following added for a "Paid Membership area".. OUR BUDGET IS $150.00 USD Please do not bid if you cannot do the project at or below the $150 Existing payment system needs to function properly, as well as have more features. This will at least require editing PHP code and the MySQL database. The goals are: • Three payment packages fully functioning, two of which will utilize PayPal or some adult friendly payment system, one of which will be free, all restricted by bandwidth and/or video views per day. • Allow for guests to be restricted, more so than free members, to create incentive to join for free. • Packages can be upgraded at any time and auto renewed. If the current package's limits are hit, the user can renew for a new month (or whatever their chosen term) or upgrade to a better package. • Users who hit their package limit, still have access to and can view their own uploads only. What we need: The payment system, referred to as 'packages,' are controlled in the admin area where they can be turned on (pay site) or off (free site as it is now), as well as edited individually. They are loosely based on bandwidth limitations and hard drive space. It doesn't fully work as intended and perhaps would create better results if the the limitations were set to video views. One thing about the bandwidth limits, is that it adds the full amount of the assigned bandwidth to the user's total used bandwidth, so if they watch two seconds of a video, it's as if they watched the entire thing. That's not really an issue to be fixed as much as it's a clarification of how the bandwidth limitations work. When a user reaches their limit, a screen appears to offer them to join a package, which they can do and then pay via Paypal. The packages I would like to offer are: Guest - unregistered users will be very limited. Free - In the current system there is no free option. There is a trial package that differs from the rest of the packages but I have no need for it (it can be turned off). Silver - Monthly for pay via PayPal with a 200MB upload limit, which should also be increased, to 300MB, to allow members to upload larger, higher quality videos. Gold - Yearly with a discount, high limits, perhaps "unlimited." And 400MB upload limit. These packages would be to allow for easy upgrades, i.e. if a Silver user hits their limit before the month is up, they can renew for a new month immediately. I'm not entirely sure if these packages would renew properly. There should be an opt in auto renew feature.
