backend script development and implementation -experts only

I am overloaded with work and seeking assistance with a script that I simply don't have the time to script. This script is working in a custom built back end that will be used by plant growers to keep track of new plant strains they introduce into the garden. There is a large facility with 6 different giant areas called bays and inside of each bay are 8 different tents. Each tent has plants inside of it and they need to keep track of them so my idea was this, two box fields with an arrow in the middle that points to the right(similar look as fireFTP's interface) and copies data from field left to field right(list in left side remains but info is copied), Field right will have a drop down menu directly above it that has 6 different items to choose from(Bay 1-Bay 6) and once an bay is selected a subset of folders allows the user to choose one of 8 tents within a bay. When a tent is chosen their will be fields in box right that appear and the fields will be editable. Recording the date in which the item was copied(automatically copies the date and strain name and lists the newest copied strain at the top). Each fields heading will be editable by the user as well. This script will allow plant cultivators to keep track of the new strains that are introduced into each tent and will copy the new strain from the left box where a list of all strains carried in the garden is, over to the right box where the strain is to be listed in the proper tent(newest at top).
