diagnose problem with php cart

I have a custom built php/MySQL shopping cart which is very near to complete except there is a cookie issue which prevents the php include cart from displaying on html pages in the root of our server. It displays fine on all our html pages as long as they are above the folder level of the cart script. If the page is in the root of our site, it just displays nothing. The builder of the script is MIA, flighty as hell and unreliable. So, I need to get some outside help. I am very familiar with the whole workings of the cart and all the related pieces, but I don't know enough about cookies to fix it. Please bid only if you are able to converse and work in English and you are diligent to a fault about getting the project done. I am way past my deadline on this, so any half-timers need not apply.
