Hi. I've made an app with similar functionality recently. Please check my profile for the Toyota-Thrill City App. This App allowed the user to create race tracks, then share them with their Facebook friends, but the user could also see all the tracks nearby ( using GPS ) that people had created, overlaid onto google maps. I would recommend using Unity3D engine to build the App because it has good Facebook / Twitter connectivity and I will be able to build you an iPhone / iPad / Android / Flash version all at the same time, for no additional costs.
