A new field in the DB with the signup date can be easily added for new subscriptions, and the report could be saved in msword,,, The first 2 things in your list should not take longer then an hour, if your existing code is not horrible.. For the price I will also audit your existing code for security bugs and will fix all major problems.

The only potential hurdles I can see are your desire to have the reports in Word format as your venturing into licencing costs from Microsoft. Having said that, an HTML output should serve you equally well. The other is your ability to see gaps in the use of your emails - users would either need to register for a break or indicate that they've read each email.
