Changes to an existing site

I want changes made to an existing website. Bidders need to be available on Skype around the clock. I'm not going to disturb you while your sleeping, but I want access to you to ask questions about progress etc. If your invisible and make yourself unavailable I will cancel the job immediate. Therefore you are warned before you bid, only freelancers who are available need apply. We will make milestone payments based on the initial 6 changed documented. You can break up the cost for each change before we start. I wont release any milestones until proof that each change has been made. The winning bidder will be then treated preferably for any ongoing maintenance, upgrades, google campaigns, SEO, etc. I'm looking for a long term partnership no cowboys who talk big but deliver nothing.
