Database info

This is a 2 part job. 1) I bought a database with all US states and cities for myphpdirectory. Problem is when I upload the data it doesn't upload correctly. Instead of uploading all states and then uploading the cities into the state directories it uploads everything so it is not very friendly. We want the file to be written so we can upload it and when it uploads it uploads state folders and add the cities for each specific state in the correct folders, so you click down to get to the city within the state (hope that makes sense). 2) Bought a database of plumbers (includes company name, address, phone etc) we need these to upload to the correct state/city folder without creating a new category and instead be added to the General Plumber category we have. (Hope this makes sense as well). We need this done ASAP. Please only bid if you can do the job and can do it quick otherwise please dont waste your time our ours :) We will place funds in escrow and will release once we get the DB and have it installed correctly.
