Bluetooth for sending message + animanted GIF

I would like to have a program-device developed in order to send messages by bluetooth to bluetooth devices this is when this device detects a bluetooth device nearby, it should send am enquiry message as: “Receive a message from Jose?” it should ask. based on the answer it should send some animated GIF i am not sure about the device to do this, i think it could be a handset too
