API script for Interactive Brokers

I have software that dumps stock trading orders into excel. I need to adjust that data (multiply,divide) by a fixed cell of which contains a number that I will manually adjust during the day. From this point I need the manipulated data to be routed to Interactive brokers and transmitted for possible exucution, I assume via API script. Being that the market is moving, I would need to constantly re-run this operation (ie cancel existing orders) and re-enter new orders.
