Auto-clickable URL links in comment box on website

Looking for a programmer to enable URL's entered into a comment box to automatically be linked and clickable (posting to a new window) when posted, without requiring tags or any additional work for the person submitting the comment.
For example, if someone posts a comment:
check out this site - [login to view URL]
and submits it, the comment comes up clickable and ready to go, with the code (behind the scenes of course) looking like:
check out this site - <a href="[login to view URL]" target="_blank">[login to view URL]</a>
There are several tutorials that I've seen online, however I am unable to successfully implement them, as simple as they appear to be. The code will need to be integrated into a PHP page residing on my website, and be tested to work without trouble. Looking forward to help with this simple problem, thanks.
