Build Turnkey MVR Site (Database, Simple Web Design, Payments)

This is a startup company that will provide MVR's (motor vehicle records) from the State of Florida to individual and business customers. I currently have the contract with the state to provide these records and I am deemed a "Network Provider" for the state. This site will offer, for a fee, a 3 year, 5 year, or full driving record in a pre-determined format to the end user. For business customers with an account, it will also archive these records in a searchable format. For individuals, the records will be deleted after they have viewed/printed the record and it has been emailed to them.
From the information that the state has provided me, the return and formatting of the records should not be too difficult, however, I think the DB will be a little complicated. The site must be able to easily take secured payments from customers, it must keep a running balance of their account (for business users), it must be able to archive these records. The site must also be very secure and have the ability for business users to have a user set username and password.
I will provide a clear blueprint of the site design, which will be a no frills website that is designed to be very easy to use and hassle free. I need a site that can be viewed with any browser, no glitz and glamour. I will provide a very precise site map and also provide all of the information to go into the individual pages, FAQ, About Us, Sign Up, etc.

To All: I have put this project on a temporary hold due to pending legislation in the Florida Congress. The Florida Congress is taking up a bill that would dramatically increase the user fees (from $2.45 to over $10). If this legislation passes, it will effectively make this site obsolete as the final cost to the customer will be too high for the product received. I am still working on this project and want to continue to put a plan in place in case the legislation fails or the increase is not as dramatic as expected. Thanks for your time and attention over the past month and I hope we can be building a site here in the near term. Marty
