Clickable chart and tables with data from PostgreSQL

For an website project I need to get tabels from an PostgreSQL database, and display some of the data in charts. Eq. [![idea][1]][2] The charts must be clickable, so that i can se the underling list that created the charts. Eq. If i on the chart showing devices (pic) Jailbroken, clicking on the red 2% shows me the 2% of devices that are jailbroken. The code must be documented. Quality code and communication is of the utmost importance. The Amount is negotiable, I just need to be made absolutely sure that you can handle the task and write some quality code, as well as advice me as to what options I have for Code language, functionality, graph layout, and such.
