Converting a clipper / dbase program called the Race Strategy Advisor to an web enabled program written in Ruby On Rails, .net, Java, PHP.

I am looking for a person or small team that can convert a clipper / dbase program called the Race Strategy Advisor to an web enabled program written in Ruby On Rails, .net, Java, PHP. The Race Strategy Advisor was developed for Indy 500 teams to improve race strategy and pit stop decisions for the Indy 500. The program was used from 1987 - 1996. I want the program converted to a web application that I can host on my personal website on Amazon Web Services. The program contains about 20 small .prg and 15 .dbf files. If you are an Indy 500 or NASCAR fan and have experience with converting clipper / dbase programs to web enabled applications. I was able to do a quick port to Foxpro several years ago.
